Bond paper is the historic North American name for a durable, crisp, high-rag-content writing sheet originally specified for the certificates that gave the grade its name — government bonds, corporate stock, and the legal instruments that had to survive a hundred years in a safe-deposit box without yellowing or cracking at the fold WPI-g-000858. The original 19th-century product was 25%–100% cotton rag fibre, heavily sized, calendered hard, and finished with a watermark registered at the mill. The modern term has fragmented badly. In the premium legal and government segment, "bond" still means cotton-content archival stock from a small group of New England mills. In the office supply aisle, "20-lb bond" has become a retail synonym for uncoated woodfree copier paper with no rag content at all — a product the 1890s buyer would not have recognised as bond at any weight. Both grades share a name; the archival one sustains the legal, financial, and government certificate market, while the everyday version has largely collapsed into the uncoated-woodfree offset category WPI-g-000890.

What it's used for

The durable end of the bond family is still a live commercial grade, kept alive by a handful of use cases where archival longevity, tactile weight, or regulatory inertia justifies the price premium over copier stock.

Legal stationery is the largest surviving segment. Am Law 100 firms — the hundred largest US law firms by revenue — still specify 25% cotton bond for letterhead, engagement letters, and firm correspondence; the weight and the watermark signal seniority in a market where signalling is part of the product. Court filing paper in several US federal and state jurisdictions is still specified by rag content and pH, though most routine filings have migrated to electronic submission.

Financial instruments where physical certificates are still printed — corporate stock certificates for closely-held companies, municipal bond certificates, and some categories of cheque stock — use cotton bond or a close security-bond derivative with watermarks, UV fibres, and chemical-reactive coatings. Most retail chequing has moved to specialised check paper, but the base sheet lineage is bond.

US government documents — General Services Administration (GSA) specifications still call for rag-content bond paper for certain permanent-retention classifications, particularly diplomatic correspondence and records routed to the National Archives. The US Treasury's banknote paper, produced by Crane Currency, is a direct descendant of 19th-century Crane rag bond, though the currency-grade sheet is a specialised product well outside the commercial bond catalogue.

Corporate stationery for premium brands, resume paper (still a retail category dominated by Southworth 25% cotton), wedding invitations, and high-end correspondence round out the specialty tier. Separately, office copy paper marketed as "bond" — nearly always mislabelled woodfree offset — is the far larger tonnage but shares essentially nothing with the archival grade other than the name.

Origins and history

The name comes from government bonds — the physical debt certificates that 19th-century US federal, state, and municipal issuers printed, signed, and handed to lenders. A bond that had to trade for thirty years required paper that could survive thirty years, which in practice meant the long, strong, chemically stable fibres of cotton and linen rags.

Pre-industrial papermaking in the American colonies and early republic ran entirely on cotton and linen rags — wood-pulp papermaking did not arrive commercially until the 1860s. Zenas Crane founded the Crane Paper Mill in 1801 at Dalton, Massachusetts, on the Housatonic River, using local water and a steady supply of cotton rags from New England textile mills. His son Winthrop Murray Crane — later a US Senator — expanded the company in the second half of the 19th century and reoriented it toward government and banking applications, where rag-content paper commanded a price premium and a reliable long-term contract. In 1879 Crane won the US Treasury currency paper contract, a contract the company still holds today through its Crane Currency subsidiary — the longest-running supply relationship in US federal procurement WPI-g-000858.

Parallel development ran at two other New England mills. L. L. Brown Paper Company (Adams, Massachusetts, founded in the 1850s) specialised in ledger and bond papers through the late 19th century. Southworth Company (founded 1839 in Agawam, Massachusetts) built a durable consumer and commercial stationery business. Together these three New England rag-paper mills defined what "bond paper" meant in the American market: highly calendered, crisp, archival, with 25%–100% cotton rag fibre content, typically watermarked, and supplied in basis weights from 16 to 32 lb.

The twentieth century saw the term steadily dilute. Wood-pulp bond grades — cheaper, widely available, and acceptable for ephemeral correspondence — appeared in office catalogues by the 1920s. By the 1960s and 1970s, "bond paper" in the average office supply catalogue typically meant uncoated woodfree offset with no rag content at all WPI-g-000875. The cotton-content premium tier contracted into a specialty segment sustained by legal, government, and corporate-stationery demand, while Southworth's 25% cotton resume paper became the most visible consumer touchpoint for the original grade.

Domestic production today sits with a small roster: Crane & Co. (acquired by Mohawk in 2017, with the US Treasury business spun into the dedicated Crane Currency subsidiary); Mohawk Fine Papers (Cohoes, New York); Neenah Paper (Neenah, Wisconsin); and Southworth (still independent in Agawam). The 2008–2020 collapse in premium stationery demand hit all of them hard — Crane's corporate and stationery division contracted significantly, though currency paper volumes remained robust on the strength of the Treasury contract and overseas central-bank business.

How it's made

Cotton bond begins with cotton linters — the short fibres remaining on cotton seeds after the ginning process has removed the long spinning-grade fibres for textile use. Linters are already nearly pure cellulose (95%+), which eliminates most of the chemical pulping burden and preserves fibre length. The linters are beaten in a Hollander beater — a 17th-century Dutch design still used for premium rag furnishes because it develops fibre bonding without excessive shortening. Depending on the target grade (25%, 50%, 75%, or 100% cotton), the cotton stock is blended with bleached wood kraft pulp. The furnish is heavily sized with alkyl ketene dimer (AKD) or rosin sizing to control ink absorption and make the sheet compatible with fountain-pen ink, ballpoint, and laser toner.

Formation happens on a small Fourdrinier or — for the highest archival grades — on a cylinder-mold machine. The cylinder-mold is the archival gold standard: a slow, rotating wire cylinder partially submerged in the pulp slurry picks up fibres in a gently randomised orientation, producing a sheet with unusually uniform formation and near-isotropic strength. Watermarks are embedded at the dandy roll — a wire-mesh cylinder pressed against the wet web on the Fourdrinier, or cast into the cylinder-mold itself — where raised wire patterns displace fibre and leave a translucent imprint visible when the finished sheet is held to light.

Woodfree bond — the modern office grade — skips the rag chemistry entirely. Bleached kraft chemical pulp (the same furnish used for offset copy paper) is sized in the wet end, surface-sized with starch at the size press for toner adhesion, heavily calendered, and brightened to ISO 88–96%. The sheet carries no rag content, typically no watermark, and its archival claim rests entirely on alkaline sizing chemistry and optional calcium carbonate buffering rather than on fibre provenance. Cotton-content grades retain a natural cream-white tone unless optically brightened with OBAs, a practice premium stationery mills generally avoid because OBA fluorescence compromises the archival value proposition the grade is sold on.

Specs that distinguish it

The North American basis-weight convention is the first source of confusion for anyone coming from the metric tradition: "20-lb bond" refers to the weight in pounds of 500 sheets at 17 × 22 inches (the bond basis size), which converts to 75 g/m² in metric. Common weights:

  • 20-lb bond = 75 g/m² — office copier grade, also sold as "standard bond"
  • 24-lb bond = 90 g/m² — letterhead weight, the floor for premium stationery
  • 28-lb bond = 105 g/m² — correspondence and resume paper
  • 32-lb bond = 120 g/m² — premium stationery and certificate weight

Cotton content is specified as a percentage of fibre by weight: 25%, 50%, 75%, or 100% cotton rag. Mill certification to TAPPI T-211 (ash in paper) and fibre microscopy is the only reliable verification — label claims alone are insufficient for GSA or Am Law procurement.

  • ISO brightness — 88–96% (premium cotton grades often intentionally lower to preserve archival cream-white tone)
  • Opacity — 88–95% (ISO 2471)
  • Internal bond strength (IGT) — critical for fold endurance on folded letterhead and certificates
  • Surface smoothness (Bekk) — 40–80 seconds on writing grades (TAPPI T-479), smooth enough for fountain-pen ink but not glossy
  • pH — 7.5–9.5 for archival-grade cotton bond; pH drift below 7.0 signals acidic sizing and kills the archival claim
  • Archival longevity — 100% cotton rag bond at alkaline pH can hold legibility and strength 200+ years; woodfree bond at alkaline pH holds 50–100 years; acidic wood-pulp bond from the pre-1980s era yellows and embrittles within 30–50 years WPI-g-000867

Variants and family

The bond family fans out by fibre content, weight, and security treatment:

  • 100% cotton rag bond — Crane's Crest and Distinction lines, Southworth's 100% cotton business paper, Mohawk Strathmore Writing. The premium legal, government-certificate, and wedding-invitation tier. Typically 24–32 lb.
  • 25%–50% cotton bond — the midrange premium stationery segment. 25% cotton is the GSA and Am Law floor for "rag content bond"; 50% is the standard premium letterhead tier.
  • Woodfree office bond / 20-lb copy paper — essentially uncoated woodfree offset relabelled as "bond" for consumer marketing. No rag content, not archival, but dominates tonnage in the category.
  • Security bond — check paper, passport visa inserts, and certificate stock with watermarks, UV fibres, chemical-reactive coatings that stain under tampering attempts, and in some cases intaglio-printed security features.
  • Ledger bond — heavier weight (60–70 lb in the ledger basis size, equivalent to ~160–185 g/m²) for bound accounting journals. Largely obsolete since the migration of accounting to digital systems in the 1980s–90s, though some archive-binding work persists.

The useful contrast for any buyer is between rag-content bond and its modern look-alike, woodfree offset:

One or both grades not found: bond-paper, offset-paper

Bond wins on archival longevity, tactile weight, and regulatory acceptance for permanent-retention documents. Offset wins on every cost and throughput metric. The 25% cotton tier is roughly 3–5× the per-ream price of commodity copier paper; 100% cotton is 8–12× WPI-g-000179.

Buying notes

Three red flags to catch before committing to a lot of cotton bond:

Label claims "25% cotton" without TAPPI T-211 fiber-content certification. Cotton content is a fibre-microscopy measurement and a chemistry measurement, not a marketing claim. Procurement specifications — GSA, Am Law corporate-stationery RFPs, government-certificate contracts — should require mill-certified fibre analysis, not a statement on the reseller's website. The rag-content claim is the entire basis of the price premium; without certification it is unverifiable.

pH drift below 7.0. Acidic sizing compromises the archival claim entirely. Cotton fibres themselves are chemically stable at neutral-to-alkaline pH, but acidic sizing agents (rosin-alum, historically) catalyse hydrolysis of cellulose over decades and produce the characteristic yellowing and embrittlement of mid-20th-century "permanent record" papers that turned out not to be permanent. ANSI/NISO Z39.48-1992 (R2009) — "Permanence of Paper for Publications and Documents in Libraries and Archives" — specifies pH 7.5–9.5 and an alkaline reserve of at least 2% calcium carbonate equivalent. Any bond paper sold as archival should meet this spec; test strips cost cents per sheet.

Brightness asymmetry on double-sided letterhead. Premium letterhead is printed on both sides, and buyers sometimes accept sheets where wire-side brightness differs measurably from felt-side. This is a formation defect — it produces a visibly lower-quality sheet when held to light and should trigger rejection.

On certification: FSC and PEFC schemes treat cotton rag separately from wood-pulp forest certification. GOTS (Global Organic Textile Standard) applies to organic-cotton fibre provenance. FSC Recycled is the appropriate certification path for post-consumer cotton linters sourced from textile-waste recycling streams, which some mills now use in place of virgin cotton linters.
